[BioC] peer review of packages, update

all packages have a peer reviewer assigned except for
genecluster, bin2d and NBIR

genecluster has been static for some time and
may be removed from the first release.

bin2d does not have very high priority at the moment and
may not be in the first release.  community members with
concerns about genecluster or bin2d, please write.

NBIR is not a bad package but it is parasitic upon
SNetscape, and this is currently not working under
Solaris.  NBIR may be removed from this version of 
the distribution if no one is using it at this time.  
please write if you have succeeded in using NBIR.

maintainers by this time, and should be familiar
