[BioC] error message Tcltk

I assume that you are running under Windows. In addition to have the path 
pointed to TclTk, you also need to set the value of a system variable called 
"TCL_LIBRARY" to "c:\tcl\lib\tcl8.3" (this varies depending on the version and 
path).
