[BioC] reposTools update of Affy

Version 1.1.1 is currently only available via the development branch.  So,
if you're using reposTools, point it to the developmental repository and
it should work okay.

The developmental branch gets built nightly, while the release branch is
weekly (as there are very few changes to it).
