[BioC] multtest library load problem

There was an...issue... with the multtest Makevars.win (there were some
garbage characters that make chose to interpret in an interesting, but not
useful, manner). The latest snapshot should be fixed and I don't think the
package has changed other than that since the release so go ahead and use
the snapshot version.
