[BioC] URL for BioC PACKAGES is incorrect

Hi,

I've installed R1.6.1 on a machine running WinNT.  In trying to load 
BioConductor I get the following error:

> getBioC(libName = "all")
unable to connect to 'www.bioconductor.org'.
Error in getPkgDisc(isDevel = isDevel, version) : 
        The url for BioC PACKAGES is incorrect

What are some ways I might solve this?
