[BioC] New documentation on website

Hello ...

A quick pointer to some new documentation on the Bioconductor website.

Under the "Downloads" heading on the left menu bar there is now:
- 'Howto': Provides a basic description of how to install and get started
with the Bioconductor packages

- 'Vignettes':  Provides links to download package vignettes directly from
the website.  These provide overview information for packages,
"HowTo" instructions for package functionality, etc.

If you have any questions, don't hesitate to ask.
