[BioC] ctc package!

I actually came across the solution to this while working on another
problem earlier.  For some reason there was not a 'Built:' field in the
DESCRIPTION file of the CTC package, and R now requires that.  There's an
updated build of both ctc and annaffy under the 'contributed packages'
section of the web site.
