[BioC] November BioC Devel Changelog

Changes made in the devel versions of BioC packages have been posted in
the NEWS section of the BioC website. Please remember to look there for
any bugfixes or changes in the API of your favorite BioC package.

I would like to extend a personal thanks to Ting-Yuan Liu, Florian
Hahne, Nicholas Lewin-Koh, Nolwenn LeMeur, Elizabeth Whalen, Agnes
Paquet, Steffen Durinck, and Gustavo Corral Guille for providing
summaries of the changes made to their packages.
