Yes, you are allowed... wait, am I allowed to say that?  ;-)

My sense is that promoting Bioconductor as you are suggesting is 
encouraged.  The only issues I could see are 1) if you didn't cite 
authors or 2) if you represented yourself as an official BioC 
spokesperson.
