[BioC] mouse 430v2 annotation "404" error

Hi Anand,

I've temporarily removed the Windows binary meta data packages from the 
website.  We've discovered that there was a problem with them that made 
non-functional --- the data itself is OK, it is just that the way they 
are packaged is not correct.  I'm hoping to post corrected versions 
tomorrow afternoon PST.
