[BioC] pamr, samr and RWinEdt conficts - New editor req info

For the above, I recommend contacting the RWinEdt maintainer and see
if they have any suggestions.

The learning curve is steeper than WinEdt, but I can recommend Emacs +
ESS as an "IDE" for R.  And, yes, it works on Windows.
