tcltk comes with R.  If you download the R sources, you can look in
src/library/tcltk.

If this package isn't working for you, it is probably because you
don't have tcltk support on your Linux system.

This isn't a BioC question, perhaps consider using the R-help or
R-devel lists for general R questions.
