[BioC] Annbuilder for chicken data

If you want to build annotation data package (or any R packages) on
Windows, you will need to install some additional tools.  For details
please refer to the R Windows FAQ:

You need to first need to install the package using R tools like R CMD
INSTALL, but this may not work without installing additional tools
(see the FAQ).
