[BioC] install Monograph problem

You want the tcltk field to say TRUE and for this I suspect you will
need the X11 field to also report TRUE.  Are you running from a
terminal without X11?  If connecting via ssh, can you use -X and see
if that changes things?  At this point, I will refer you to the R-help
list as this is not a Bioconductor issue.
