Can you connect to bioconductor in your web browser?  If so, then you
may need to set a proxy.  Read the help page for "download.file" for
how to do so.

You'll want to choose the location closest to you.  This is done to
maximize the speed of transfer to you.

If you have further problems, you will want to include the output of
sessionInfo() with any future messages to the list.
