[BioC] how to find kinases and their phosphorylating target

Kinases are relatively easy.  Try GO:

GO:0016301 [Kinase Activity]

As for their phosphorylation targets, I don't know of a comprehensive
resource outside of Bioconductor so there won't be one within
Bioconductor.
