Try:
C:\Program Files\R\R-2.15\bin\i386\Rgui.exe

Now try

library(Rgraphviz)

Does it work?

You don't need to reinstall R. Just right click on Rgui.exe and make a
desktop shortcut, an use that to access R from now on.
