It only applies to package source code: so

src/library/SOMEPKG/R/file	should be 
src/library/SOMEPKG/R/file.R    and 
src/library/SOMEPKG/data/datafile      should be

for the installer to install them.

Similarly, the documentation must be in .Rd files

This has the benefit of ignoring things like emacs backup files while you
are developing a package, and of making packages easier to understand
