Well, I don't know myself.

Paul, there are quite a few people eagerly waiting for your time-series
package to appear on CRAN !!

Ross plans to change and cleanup the R setup such
that either Fortran or f2c  will be required in a future release anyway.

On the other hand, there's currently 
	src/appl/fortran.c
	src/include/Fortran.h
which define
	POW_DD
and	POW_DI

You may augment these by  POW_II and POW_RI
and send your patches to R-devel....
