The most likely explanation is that readline isn't where configure was
looking.  If you do configure without (possibly even with)  
--enable-readline it will try to find the library. If it fails at that
point the file config.log will contain some error messages indicating what
didn't work.

These, together with information on where readline is located and what
version it is, would help diagnose the problem.
