Well, I am not coming from one, and it works for me. Indeed, as I am
behind a compulsory proxy, it is not me that the Wisconsin machine sees
but a UK public proxy machine.  Connections to Wisconsin from here are
extremely slow today, and I have had lots of problems with timeouts to
that machine on other days. It might be worth trying on another day.

Using http with wget is probably a quicker route, as http is a more
flexible protocol.
