[Rd] state name abbreviations (PR#636)

even not being an American I do remember the official abbrevations,
and yes, R had them wrong {well they came from the other hemisphere..},
and they are now corrected for "R-devel"  aka "R 1.2 to be".

These were the 5 faults and their correction :

           old  new
 Florida    FA  FL
 Hawaii     HA  HI
 Iowa       IO  IA
 Michigan   MC  MI
 Nebraska   NB  NE
