No, it's fine, it's there, it's just that
somewhere on the Wisconsin network  ping requests are "filtered":

(From a Linux machine): 

 lynne{maechler}438> ping rsync.r-project.org

and traceroute subsequently reveals

ie. "rsync.r-project.org" is there (it's franz..)
