[Rd] INSTALL should have info on make check (PR#773)

B.Rowlingson@lancaster.ac.uk drew my attention to the fact that INSTALL
has no information that it might be a good idea to run "make check"
and that it might be a bad sign to have it fail. (Filing as bug report
to prevent us forgetting this indefinitely...)
