[Rd] pointer to emacs-lisp

Hi everyone,

Sorry for misusing this list to pose two lisp questions:

1)
Do you have any information on how to join an (x)emacs related news group?

2)  in Xemacs version 20.4
In .emacs I am trying to define a function like

(defun chcom
       (interactive "p")
       (string-rectangle (region-beginning) (region-end) "## "))

but on using it I get the error 

"wrong type argument commandp, chcom".
What is wrong here?

3)
I am having difficulties evaluating lisp expressions in Xemacs ver 20.4
On WinNT I am using Xwindows to work on Solaris 5.5.1.
ESC-ESC will not open a lisp evauation buffer.
