[Rd] matlab2R, rats2R and gauss2R

>From time to time I get request about some less than perfect scripts I posted on
S-new (a long time ago) for converting Matlab, Rats and Gauss code to S/R. More
often than not these requests are from Windows users who cannot figure out how
to use a Unix script that calls ex. It would be nice to have a CRAN email
facility that works like the f2c email site: accept code by email and return a
converted result. I can supply some scripts which are a reasonable start.
