Hmmmm.  I'm not the first person to submit this bug, and I won't be the
last.  Users keep submitting it and Red Hat keeps closing it, claiming
that the bug is resolved.  There is no official erratum/update, despite
the fact the version of netpbm-devel that ships with Red Hat 7.0 is
unusable.  But apparently the version on Rawhide (Red Hat's rolling beta
release) does fix this problem.  So users should go and download that.

Right.
