This links are recursive by intent to ensure backwards compatibility
which you could have found out easily by reading the file ReadMe in
the directory:

** The directories windows-9x and windows-NT are recursive links and only
** there for backwards-compatibility. Please go directly to base or
** contrib to download R for all versions of Windows.
