I have no idea what the `wheelmouse' on your system is generating in the
way of events, or what you expected to happen.  An R graphics window does
not have vertical scrollbars by default.

Please debug this on your own system and submit a match.  The developers
neither use Win 98 nor a `wheelmouse', but the emulation on my Windows NT
system gives no problems.
