Win2k, right?  It's a Windows Perl bug, already discussed a couple
of times here or R-help.  In rw1021/bin/build replace

        unless (-d $TMPDIR);

        unless (-e $tmpdir);

Basically, -d is not working properly on any Windows platform, but it
is incorrectly mostly returning false on Win2K, and always true on NT4.

It's possible that you need
        unless (-e '$tmpdir');

if so, please let me know.
