[Rd] Depends: R (>= x.y.z)

I guess this is where I was confused. I was thinking that depends should
indicate to a user that the version of a package and version(s) of R
have been tested together. "Have been tested together" seems like useful
information for a user, but I guess the real philosophy on that is that
a user should get the latest release R and the latest version of a
package from CRAN and these have been tested together (I think).
