Why would you get 
(all in one)?

The ctest Makefile has

top_builddir = ../../../..
R_HOME = $(top_builddir)
include $(top_builddir)/share/make/shlib.mk

and shlib.mk has

include $(R_HOME)/etc/Makeconf


Which version of make is this?
