[Rd] Need some help for building R!

The problem traces to
http://www.stats.ox.ac.uk/pub/Rtools/, where the
1999 version (gcc-2.95.2) of the compiler is
recommended in the first paragraph under
Compilers. The second paragraph provides zip files
for gcc-2.95.2.1 which support --shared.

Perhaps the old reference could be deleted.
