[Rd] axis(adj=anything) has no effect (PR#887)

Giving an adj argument to axis() seems to have no effect.  In Splus, adj = 0 
left-justifies the labels under the ticks, adj = 1 right justifies them, and 
numbers in between can also be used.  I like to use adj = 0.9 to get something
that looks like this:

-----------+-----------+-----------+------------+---------
        1980        1981        1982         1983

as an axis for a plot of monthly time series data.
