[Rd] Help for installation (PR#1233)

I imagine you'll be yelled at since this belongs in R-help and isn't a bug
at all. You've downloaded the source code rather than a binary. WinZip and
its ilk should handle the .tgz archive without problems, but you would
probably prefer to download SetupR.exe from the windows binary section to
successfully install R 1.4.0, it is much simpler than building the source
on windows boxen.
