R-devel Mac OSX build wierdness...

I encountered some wierdness when building R-devel (latest rsync) on OSX
using commandline tools (as opposed to the Carbon GUI and
whatnot...probably just laziness on my part but it generally works :-)).

At any rate, sometime between 2002-07-05 and the present the configure
scripts started setting INSTALL_DATA to ${R_HOME}/bin/install -c in
Makeconf...which causes wierdness for the Mac OSX (10.1.5) version of sh
(which is actually zsh I believe) as it tries to use INSTALL and make
simply fails. Of course, even with a sensible shell this should fail as
${R_HOME}/bin/install doesn't exist. Changing this to '/usr/bin/install
-c' allowed the build to proceed normally.
