[Rd] configure error: Maybe change CFLAGS or FFLAGS? (PR#1501)

First, this is not a bug in R, so please don't use the BUGS database for
errors on your own system.

The message actually means that fort77 is not working properly: some
library is missing.

Please install g77 and try again.  On RH7.2 it is in rpm  gcc-g77-2.96-98.
