I think "make recommended" should be placed before "make distribution"
in .../src/gnuwin32/Install:

 Building the installers
 =======================
[...]

 Once everything is set up

    make
    make distribution
    make recommended
    make fullcheck
    make rinstaller

 will make and check all the pieces and then make the installers.
