[Rd] Code/doc inconsistancy in constrOptim (PR#7346)

Damn, I'm sorry, apologies!!!

Someone told me of an error and I did not check carefully enough, in 
particluar not the following help pages sentence "The starting value 
must be in the interior of the feasible region, but the minimum may be 
on the boundary."
