See the advice about not installing R into a path with spaces in.  Not 
that we can reproduce this: I have tried a lot of combinations with spaces 
in and all work for me.

I suspect

cd C:\Program Files\R\rw2001\src\library
..\..\bin\rcmd check sag

will work.
