[Rd] R-FAQ.pdf TOC missing

Confirmed.  For some reason, the texi2dvi shipped with R and taken from
Texinfo 4.7 fails to rerun pdftex.  If I replace this by the version
from Texinfo 4.8, things seem fine.  Will fix in r-devel and r-patched,
and also fix the manual on CRAN.
