[Rd] Adding OPeNDAP to the ncdf package on windows

Hi:

Russ Moffit of our Honolulu Lab has made a modification to the R 
netcdf package  'ncdf' so that it can access remote netcdf files 
using OPenDAP  (http://www.opendap.org). The package works on Linux, 
and with help from Don MacQueen was also ported to Macintosh OS X.

We have had a lot of demand for this to be ported to Windows also, 
but it is beyond our capabilities. If there is anyone willing to try 
and port  this to Windows,  I can provide existing code and get them 
in touch with the people who did the Linux and Macintosh ports.

If someone is willing to give this a stab and get it to work - they 
will surely be blessed many times over and go to heaven!  Seriously, 
we just had a course on the use of satellite data in Fisheries, and 
there was a large demand for this.
