AFAIK, the reason is to make the behavior analogous to how regular 
indices are treated, e.g.:

 > x <- array(1:6, dim=2:3)
 > x[c(0,1),2]
[1] 3
 > x[cbind(c(0,1),2)]
[1] 3
 >

(i.e., 0's in indices are omitted)
