Not as a bug report.  This is R reporting a problem with your Windows 
settings.  We have seen similar reports before (only in Traditional 
Chinese), but cannot reproduce them -- R 2.7.x (sic) runs correctly for me 
when I set my Windows XP to Hong Kong/Traditional Chinese.
