Are you sure that you really unzipped the file rjune.zip and not just
opened the zip-file by clicking on it? (I am no Windows user, but I
know that you can open a zip-file somehow without really unzipping
it.) I checked the rjune.zip file at our site and it contains the base
library.

I send a copy of this mail to  R-help at stat.math.ethz.ch which is the
mailing list for questions about R. wwwadmin at ci.tuwien.ac.at is only
the mailadress of the maintainers of the WWW-Pages of the CRAN master site
in Vienna.
