R-beta: windows and dynload.

I downloaded Guido's rw0623 to a Win95 SP 3
it seems to work OK
I added librarys Acepack, Bootstra, Class, Ctest, Gee, Integrat from 
the 0613 versiopn of Guido's and at least the examples in the help 
files all worked OK.,..
Good work Guido and thanks for the 62.3 version.
I did not check the graphics so far.
