Yes, but you need the source or source-package distribution, and PERL.
The cd RHOME\src\gnuwin32\help  and make indices.  The re-makes
packages.html and functions.html.  You can re-make packages.html
from R too -- see the readme for the function name.

Ditto, on Windows, but only if you build from source (and that is
true for Unix too, AFAIK).
