[R] Man pages for Linux distributions

Given that R is being written under the GNU GPL, a corollary process would
be sufficient documentation of R (in  packaged distributions) that explains
HOW-TO install, use, and extend R. An example of documentation that is
extensive is Perl which has documentation under the MAN pages in Unix,Linux as
well as in POD (Plain Old Documents) files.

The key to R advocacy is documentation. As documentation increases , I think
updates, new releases, and release freezes will be better and easier .
