[R] using R development versions, i.e. compiling R for Windows: tough!

kind of "yes".

However, since you got the source,
read 
     - first the "R for Windows" FAQ =  src/gnuwin32/rw-faq 
     - then src/gnuwin32/INSTALL

which will tell you where to get all the tools you need before you can even
*think* of compiling R for windows.
It starts with the GNU C compiler suite of the  mingw32 tool box 
(again, see the INSTALL mentioned above).
