[R] locfit version for windows NT version of R

Would seem to me that more basic information was being asked for:
Start rwinst.exe that comes with R and use it to install add-on
packages. Notice that the target needs to be set to the library
subdirectory of the R install directory. Alternatively just unzip the
file with (e.g.) WinZip to that directory.
